HAHAHAHA I not crazy I is SMART.... I figured out what was causing it..... on the right side of the Off topic main section header there is a little + or - sign....... it expands or hides everything in there.... I must have somehow clicked it by mistake and hid the entire section..... look closly at the screenshots and you can see it at the very bottom on the right side.... its the only section that has that option too

I went and looked.  The Info Center (below Off Topic) also has that option.

Well guys, it's been a small while since I visited this forum and as the page loaded, I thought "hmmm, where has half the frum gone?"... I just logged in and came straight into this forum to see what I had missed since the last visit...

I'm going to retrack and see what IS missing... Then again, I probably wouldn't know if there actually was something missing...!!!
