Scope rail adapter noob question

When installing it, do you pinch them together and tighten the stop screw first and then mount the scope? 
I don't see how you could access the set screw with the scope in place.

There is no need for the set screw you can keep them they will just scratch your breech..They are supposed to serve as stop pins..Loosen your scope mount and implant that adapter already.
