What does a recrowned barrel mean?

I ran a cleaning patch through it and check the bore. Nice and clean, no blemishes. The barrel crown was right out of the bin, stardard. A little rough with burrs to the finger touch. Plugged the crown end of the barrel with a cleaning patch to keep it free from debris. Took 3 or 4 light full turns with a 3/4" HSS counterbore bit by hand, and finished it with some wet/dry P800 sand paper wrapped around the counterbore bit.
